This is an ancient Old Babylonian cuneiform inscribed clay barrel of Sin-Iddinam. Sin-Iddinam was the ruler of Larsa and the surrounding area in which he describes the massive projects he undertook to improve the city including deepening the Tigris river, draining swamps, and building canals. Also mentioned are the wages paid to the workers employed in the construction. All of this was likely in response to dam-works built by rival nations upstream in Mesopotamia.
